Blind persons with guide dogs must be admitted with their dogs to all public facilities such as movie theaters, restaurants, resorts, places of entertainment, all forms of public and private housing, public or private transportation, business establishments, food stores, government buildings, and all other places where the public is normally invited or allowed.
THIS IS NEW YORK STATE LAW, AND IT APPLIES TO THOSE PUBLIC PLACES WHERE ANIMALS MAY NOT ORDINARILY BE ALLOWED.
Article 4-13 of the New York State Civil Rights Law prohibits any owner, manager, or employee from denying admission to public places because the person is blind or is blind and is accompanied by a guide dog. ANYONE WHO REFUSES ADMISSION ON THESE GROUNDS IS BREAKING THE LAW.
